City rolls out second round of grant funding for small businesses

The City of Richmond launched its Richmond Recovers II Grant Program for small businesses last week. The program is funded with $2 million from the city's CARES Act appropriation and will be administered by the city's Economic Development Authority. The program comes on the heels of the Richmond Recovers Grant Program, which has approved 260 grants totaling $2.8 million.

Grants in the amount of $15,000 will be awarded to small businesses, which can use the funds to reimburse the costs of employee wages and benefits; rent and utilities for commercial workspaces; PPE and cleaning supplies; e-commerce expenses; and working capital.

Applications can be submitted online starting at noon Dec. 7 through Dec. 16.

Survey seeks input on resort casino proposal

The city released a survey asking Richmonders what the city should consider in a proposal for a potential resort casino in Richmond. The survey will be open through Dec. 14 and can be taken here.

Results of the survey will inform a request for qualifications/proposals, which will begin the competitive process to select a resort casino operator and site. The RFQ/P will outline expectations the city and its residents have for a complete and competitive development proposal.

The survey comes months after the Pamunkey Indian Tribe announced plans to potentially build a $350 million casino on the outskirts of Manchester. The city anticipates multiple proposal submissions. The survey will be followed by other community engagement, and a citywide voter referendum will determine if Richmond moves forward with the project.

Mayor's chief of staff to fill in for top administrator after ‘medical event'

Mayor Levar Stoney announced that Acting Chief Administrator Officer Lenora Reid had been hospitalized after suffering a medical event last week. The Richmond City Council is holding a special meeting at 5 p.m. Monday to consider Stoney's designation of his chief of staff, Lincoln Saunders, to serve in the position in the absence of Reid, who Stoney said is recovering but unable to fulfill her duties.

Chesterfield, Henrico managers deliver ‘State of the County' addresses

The county managers for Chesterfield and Henrico are rolling out their annual 'State of the County' addresses.

Chesterfield County Administrator Joe Casey will deliver his address virtually at 6 p.m. Dec. 9. The address will be broadcasted live here, as well as on the county's Facebook and YouTube pages and on Verizon Channel 28 and Comcast Channel 98.

Casey will give an overview of the county's operations during the coronavirus pandemic as well as the county's budget, including the county's $54 million budget surplus. He will also discuss business development, infrastructure investments and other topics.

Henrico County Manager John Vithoulkas is presenting his 2020 address in a series of videos highlighting the county's response to the COVID-19 pandemic, as well as accomplishments and initiatives in economic development, services and infrastructure, sports tourism, public-private partnerships and other topics. The videos went live last week and can be viewed here.

The Hanover County Planning Commission will meet at 6:30 p.m. Dec. 10. Full agenda here. Business includes a request to rezone 8.5 acres for a 120-unit apartment complex at the intersection of Meadowbridge and Shady Grove roads. The location is near Bon Secours Memorial Regional Medical Center in Mechanicsville.

Powhatan Planning Commission OK's solar farm

The Powhatan County Planning Commission voted to recommend approval of a conditional-use permit tied to a proposed solar farm last week. The solar farm, which would be located on the north side of Anderson Highway northwest of the intersection with Rocky Oak Road, is proposed on 197 acres of a 316-acre property. The CUP now goes to the Board of Supervisors, which will vote on final approval at a future meeting.
